In essence, permaculture is the natural design of sustainable environments that are ecologically and economically viable.  The systems of permaculture are long-term, providing needs without harm.  The definition of permaculture changes, depending on who you are and where you live.  Needs vary between people, animals, city, rural, backyard gardens and large food forests...  Nature always has a solution.
